For
a
self-respecting
person
of
the
stature
of
Dr.
Anand,
exposure
of
land
scam
of
his
family
in
Madhya
Pradesh
would
have
been
enough
to
call
it
a
day.
Unfortunately,
this
does
not
seem
to
be
the
case
with
Dr.
AS
Anand,
who
has
not
bothered
to
react
on
the
exposure
of
even
the
second
land
scam
involving
his
family,
where
his
high
official
position
has
been
allegedly
grossly
misused
for
personal
gains.
It
is
with
this
background
that
we
have
been
forced
to
bringforth
yet
another
land
scam
of
his
family.
In
this
case
he
allegedly
took
a
direct
favour
for
his
daughter
from
a
litigant
in
Srinagar
(J&K)
to
grant
him
favour
in
a
case
where
he
was
the
presiding
judge
and
the
Chief
Justice
of
J&K
High
Court.
The
story
goes
back
to
the
year
1985,
when
one
Mr.
Krishna
Kumar
Amla
s/o
Lala
Tirath
Ram
Amla
r/o
Shivpora,
Srinagar
filed
a
Writ
Petition
no.
1064/85
against
the
Union
of
India,
Cantonment
Board
Badami
Bagh,
Srinagar
and
the
Cantonment
Executive
Officer
Badami
Bagh,
Srinagar.
Our
investigations
reveal
that
the
said
petitioner
had
allegedly
grabbed
the
land
(Khasra
no.
1100/945/802)
belonging
to
the
Cantonment
Board
Badami
Bagh,
Srinagar.
On
May
1st
1985
the
Executive
Officer
of
the
Badami
Bagh
Cantonment
Board
sent
a
notice
to
the
said
petitioner
stating,
"the
land
has
been
in
army
possession
since
1960
and
the
structure
being
built
on
the
encroached
land".
In
clause
4
of
the
same
notice
he
was
warned,
"
Further
construction
of
the
structure
should
be
stopped
and
all
damages
to
the
original
property
removed".
When
the
said
petitioner
(Mr.
Amla)
failed
to
respond
to
the
above
warning,
the
Cantonment
Board
sent
another
statutory
notice
dated
11.7.85,
stating,
"
Now
in
excersise
of
the
powers
under
sub
section
185
of
the
Cantonment
Act
of
1924
the
Cantonment
Board
direct
you
to
demolish
above
said
construction,
which
has
/
have
been
erected
without
permission
of
the
board
within
30
days
from
the
receipt
of
this
notice.
In
case
of
the
directions
of
the
board
are
not
complied
with
withtin
the
stipulated
period,
the
board
will
proceed
under
section
256
of
the
Cantonment
Act
of
1924
(II
1924)."
When
it
became
clear
to
Mr.
Krishan
Kumar
Amla
that
the
construction
on
the
said
property
will
be
demolished
by
the
Cantonment
Board
he
decided
to
file
a
writ
petition
in
the
J&K
High
Court,
where
Dr.
AS
Anand
was
the
Chief
Justice.
It
is
interesting
that
while
preparing
his
writ
petition
the
said
petitioner
Mr.
KK
Amla
sold
a
portion
of
his
prime
property,
at
a
throw
away
price
of
only
Rs.30,000/-
to
Ms.
Shabnam
Anand,
daughter
of
Justice
AS
Anand.
As
per
the
local
property
dealers
the
prevailing
